- Must be a 2nd, 3rd or 4th-year, full-time student at a participating Vietnamese university
- Have excellent academic achievement, as demonstrated by university results (GPA: minimum 7.0/10.0 or equivalent), awards and honors
- Have not received scholarships from any other organizations for the academic year 2009/10
- Students with financial difficulties and disabled students have priority status
- Scholarship Application Form with a 3x4 photo
- Essay written in Vietnamese or English (preferable), essay topic is available in the application form
- University results of the year 2008–09 and the first semester of 2009-10 confirmed by the University
- Proof of difficult financial situation – must be certified by authorized organization (if applicable)
- Letters of recommendation (if available)
- Copies of certificates, awards, honors (if available)
